David Cameron has declared that he will not take action without a UN mandate, so the USA will need to go ahead without the UK, but may join in at a later date if the decision to attack is taken.
There is an exodus of Syrians fleeing Syria seeking refuge in neighbouring countries.
It is believed that Barack Obama will make a decision by this weekend.
